Girişi ve çıkışı 2. Kordon Caddesi’ne bakan yapının alt katı kafe ve tiyatro, üst katı ise otel olarak kullanılmaktaydı. 1878’de hizmete açılan otel, yeni tamamlanan rıhtımda inşa edilen ilk otel yapısıdır. Bartholomeo Fragiacomo’ya ait olan “Hotel de Ville”, Fransız, İngiliz ve Doğu mutfağına sahip bir restorana ve iddialı bir içki mahzenine sahipti. Yapının zemin katının Kordon’a bakan kısmında “Cafe Loucas” ve açık hava tiyatrosunun sahnesi yer alıyordu. 1906 yılından sonra yapılan tadilatlar ile otelin kuzey kanadı genişletilmiş ve alt katın kullanım şekli değişmiştir. Genişletilen kuzey cephenin zemininde “Cafe Ariadne” ve “Cafe Loucas”ın yerinde “Aktaion Cafe-Restaurant” hizmet vermeye başlamıştır. 1922 yılından önce “Cafe Ariadne” tekrar el değiştirmiş ve “Cafe Foti” adı altında hizmet vermiştir.
The lower floor of the building, whose entrance and exit faces the 2nd Kordon Street, was used as a cafe and theater, and the upper floor was used as a hotel. The hotel, which was opened in 1878, is the first hotel structure built on the newly completed pier. The "Hotel de Ville", owned by Bartholomeo Fragiacomo, had a restaurant with French, English and Oriental cuisine and an assertive liquor store. On the ground floor of the building facing Kordon, there was the “Cafe Loucas” and the stage of the open-air theater. With the renovations made after 1906, the north wing of the hotel was expanded and the use of the lower floor was changed. “Aktaion Cafe-Restaurant” started to serve on the ground of the expanded northern façade, in place of “Cafe Ariadne” and “Cafe Loucas”. Before 1922, "Cafe Ariadne" changed hands again and served under the name "Cafe Foti".

İzmirlilerin günümüzde Kordon olarak isimlendirdikleri İzmir rıhtımı, yapıldığı tarihten bu yana İzmir’in en önemli simgesi durumundadır. 1876 yılında tamamlandığında İzmir'in tüm çehresini değiştirmiş, şehrin ticari potansiyelini katlanarak arttırmıştı. İzmir 20. yüzyılın başında Doğu Akdeniz'in en parlak liman kentine dönüşmüştü.
İzmir quay, which the people of İzmir call 'Kordon' today, has been the most important symbol of İzmir since its construction. When it was completed in 1876, it changed the whole face of İzmir and increased the commercial potential of the city exponentially. At the beginning of the 20th century, İzmir had turned into the brightest port city of the Eastern Mediterranean.
